Pebbledash help!

Hi,
We have been looking at buying a house recently and have come across a few with pebbledashed exteriors. Some look nicer than others and we wonder what can be done to improve things.
Here is a photo as an example:

Removing this looks expensive and potentially damaging to the house, so we wonder if it could be made to look better. So our questions are:

1) Would cleaning it remove the dark streaks beneath the windows?
2) Could it be painted to make it the colour of the house in the picture below, or is that a different type of pebbledash?
3) Any other ideas?

hi you could texture coat the whole property any colour you like lasts 20years and makes your house look a million dollars and keeps the damp out too its not too expensive if you cut out the middle men there`s loads of companies that will rip you off so beware
