Radiators are hot when on/off valve is turned off

I have noticed that three radiators in my home warm up even when the on/off vale is turned off, the only way i found to stop this is to turn the other valve on the opposite side off. Is this a balancing issue or something else. If it's any help I had some radiator valve changed recently and one radiator relocated. This was done by a qualified plumber and the system works fine and heats up fine apart from what i have just mentioned.

It is a fault often found with rad valves - they don't turn fully off. As they are not designed to be water tight manufacturing tolerances aren't as they might be , so they can leak to start with, and when deposits such as limescale build up this can prevent them from closing.
