Reduced Voltage at Light Fitting and Light not Working

I have two wall lights, one of which doesn't work.
The 230V supply comes into light one (which works) and the cable then extends off to light two - I'm assuming this though because the cables are buried beneath the plaster.
On testing the voltage at light two it's only registering about half, approx 115V, but I've now idea why.
Any possible reasons for the reduced voltage?

Your post is lacking informative information without which it is impossible to help.
e.g. Why are you testing the lights, what happened prior? are these new lights? how exactly are you testing for voltage? does the 2nd light glow at all? what type of lamps have you?
