satellite dish conservation area

hi can someone please help me out ,i live in a house that has been turned into flats and bedsits i have had my dish up for over 4 and a half years now with no complaints.Over the years other people have put up dishes and on the 13/05/2011 we all recived a letter from the council saying that we must take them down .Someone has told me that if the dish has been up for that length of time with no complaints than i will not have to take it down is this true
