skirting boards

ive got damp under window and had damp proof course done.but when ive taken skirting boards off you can see the bricks with holes in.should they be filled in.and is it ok to plaster over the bricks to make it all smooth.or have they left it like that for a reason.this is on the inside thanks

on the bricks: is this a single thickness external wall or are you looking at the internal layer of a cavity wall? is the internal plaster directly on to the brick (above the skirting board) or is there plasterboard that terminates above this brick with holes? Are all the bricks holey or just one?
so many questions... :?

damp under a window maybe indicates problems with the window or the sill rather than the dpc. check the joints between the window and the sill and the walls are well mastic'd and the sill is shedding any water off away from the wall.
