Steam power shower

Hi.

I have steam power shower operated by a Salamander Pump.Using the over head shower everything operates correctly,however if I switch to the foot massager or hand held unit the pump starts to hunt,i.e stop start and eventually stop all together.Any suggestions as to what is wrong ?
