Tiles terracotta cleaning and seal

I have a busy hallway with red tiles. They are like quarry tiles in size and colour but I think they are terracotta about 20 years old. They are dull unvarnished and never clean up well. Question is, should I clean them and then seal and varnish or should I clean and then wax. Which would get the best finish? They also continue into a utlility room and downstairs loo. I'm a rooky and don't know which products to use or which finish would be best. Any help or advice would be great.
