under unit lights

Forgive my ignorance,but i am a novice at electrics.Could anyone tell me how to wire low voltage lights.I have just moved into a 10 year old house and above each kitchen unit is a cable from the light, there is also a cable under each unit which emerges from the top of the unit as well.I would like to fit lights above and below the units,but how do i wire them?I presume the previous occupant intended to do the same but never finished the job. I have a 2 way switch already fitted,with one switch taped up ,presumably as when it is switched on the cables above the units are live.

obviously someone started this and left no deatails.
as work in a kitchen comes under part p , i would advise
you get in a part p sparky to advise u.
