Unventedhot water storage cylinder problem

I have a Ariston unvented hot water storage cylinder (model:Classico STD 210) and has a top and bottom emersion heaters, which is 4 years old. When heating up water from the timer the water is not hot enough, but when I put on the booster from the timer, the water gets piping hot. Has anyone got an answer for me?

The timer would be connected to the bottom immersion heater and the booster would be connected to the top one.

The bottom immersion needs to heat the entire contents of the tank and the 'booster' will heat the top half - 'boosting' the hot water for a quick shower/ shallow bath.

Your bottom immersion may not be on for long enough on the timer. Is it connected to economy 7?

The thermostat setting may be too low, have you checked it? It is also possible that scale damage may be affecting the efficiency of the immersion heater.
