UPVC ktchen door water coming in at bottom of door

i have a UPVC kitchen door, when it rains water comes in over bottom of door into kitchen, the small holes in the bottom of the cill appear clear but the water does not drain away.

any suggestions

where the drainage holes are use a 4mm drill bit and slowly drill through
the holes.
when manufactured somtimes they dont drill the second skin of plastic and
water cant escape, or an obstruction is preventing water from draining.
dont drill to far or the water will fill the cill, only drill to you see water escaping from the frame to the cill.
