Water not running - top floor flat

Hi

I have a flat in the top two floors of a five story Victorian terrace in London. There are two other flats in the building. My kitchen and bathroom are on the fourth floor. A new combination boiler was fitted six months ago. The boiler is a Vokera Linea HE.

Water pressure is generally adequate however at peak times the water flow cuts out completely for up to an hour at a time (both hot and cold). Thames water have confirmed that the pressure into the building is within its required levels.

When the water is running at non peak times pressure from the bathroom taps is normal however the kitchen tap will always splutter a few times before running normally.

Does anyone know a solution to this problem ? Is it possible to use a tank as a buffer ? Can a pump be fitted ?

Any advice appreciated.
