Wooden Double Glazed Window not Closing Properly

For the last month i have noticed that my wooden double glazed window in my spare room doesn't close properly ,
just had a look at it and it seems the bolt does not line up with the metal plate to pull the window together, it never used to be like that its like someone from the outside has unscrewed the metal plate locking devise and moved it up slightly so they do not connect.

is this a security concern the window does have a lock on the inside which is setup to only open slightly at the top ,
is this a known thing criminals do to gain access to property's .
