1930s flat livingroom refurb/decorate tips needed

Hi, this is my first dip into DIY, I need lots of advice and these are my first questions...

I have a 1930s flat, the livingroom has its original picture rails and skirting boards, a good floor that will come up nicely sanded.

The walls and ceiling will need skimming.
I'd like new light switches, plug fittings.
I'd like a new radiator.
I'd like the floor sanded.

Is it possible to keep the picture rails and skirting?

In which order do I get these jobs done please?

Hi tildasmum,
Suggest you get any new and extra electrics done first, fit radiator with pipe work and then remove it leaving pipe work in place, then do the skimming. Leave the floor till last because plaster drops will cause black stains.
