Advice Laying Reclaimed Council Slabs Please

I have some reclaimed council slabs 900 X 600. I am looking to lay these in front of the house. They will only be for plant pots.

Do I need to use the usual mortar mix or can I just lay them without anything underneath?

Complete novice.
