Are Bubbles That Have Appeared on Wall Near Chimney Caused by Damp?

Hi new member and also new to owning a home! These bubbles appeared on the walls near the chimney, but also on another wall (not near a chimney)...I've also got dusty paint work too. What do I need to do? Or who do I need to get in!? Please help! I've tried to upload a photo but it's not allowing! Sorry!

By the way, there are two ways to prevent the damp in your wall. You may use Anti-Damp Paint or Anti-Mould Paint to your wall especially near in chimney.

Salt contamination is very common problem in chimney breasts. Whit any issue you need to find out what is causing problem and find proper method.
