Bespoke Bathroom Cabinet and Fixings that Will be Inset into Plasterboard

Our bathroom has a plasterboard wall with a 50cm gap for services between this and the brick wall.
We would like to build a cabinet that is inset in the plasterboard, screwed to the brick wall.
Is it best to start by making a small hole in the plasterboard to allow sight of what's behind it where we want the cabinet to go?
All plumbing and electrics are at floor level and the cupboard will be over 1m above.
I assume once the hole is made, I can make an MDF unit to fit, with holes in the back to match rawlplugs in the wall, the fit shelves etc as required.
Any tips would be much appreciated.
