Blistering Interior paint on wall - hard white stuff?

I have blistering paint and hard growth on my interior wall. It is slowly going up the wall. it is right on the corner on the chimney breast in the lounge around the fireplace,
What is this?
Is this Efflorescence?

yes it is, it is caused by salts in the material, sand it down, paint a pva solution on the affected area and let it dry for a couple of days, it may re occur, but it may not
