boiler switches off but not due to built in stat

Hi, hopefully somebody can enlighten me. My boiler switches itself off before reaching any set temp by the room stat. It will switch itself on and off constantly! I by-passed the room stat, giving constant feed to the boiler but the boiler did the same thing! It doesn't want to go higher than about 18 degrees. When heating the hot water tank again the boiler switches on and off but it does heat the water to my set temp of 56/57 degrees. I dont think it's the internal cut off stat as the red warning light does not come on! Any ideas? thanks

Check the setting of the boiler thermostat, adjust it to a higher temperature and see what happens.
