I have made a box joint jig for my router table and it seems ok except 'Tear out'. Cutting slots when i pull jig back ready for each cut I get tear out of surface layer of the ply (1/2" ply with 3/8" straight router bit. Cutting the
last slot of 5 caused loss complete of the pin next to it.
Tried some scrap 1.5 x 1/4" pine batten and that was splinter tear(hanging on) both sides. Would post pic but can't seem to resize. It's a new cutter from set of four were cheap, or is it wrong type of straight cutter

My best guess is that your cutters are blunt even though they are new.
You should be using wc tipped straight flute cutters.
