Can Mortar for a Pond be too Thick?

can mortar be to thick on the base?

I have laid a concrete slab for a pond but it is not level.

I used alot of mortar to level the concrete blocks is this ok ? lets say if the mortar depth has 1-2 inch is this ok to do?

My aim is to build a concrete pond with breeze blocks. But i need to level the blocks

The mix I used us building sand -red 3-1

mortar feels soft after 13 hrs
