Ceiling Rose Wiring for end Loop

I'm hoping that someone can clarify how this ceiling rose is wired.

This looks like an end of loop setup but why is the live wire from the bulb in the loop section?

You ask "why is the live wire from the bulb in the loop section?"

I could also ask, why is there no black sleeving on the neutral, or why is the one presumed to be live bigger in diameter than the other one.

The answers are both the same. It is the choice of who ever wired it where they put the wires and which wires they used.

Right, so there isn't anything bad with this setup? I'm going to replace the ceiling rose so don't mind spending a bit of time to make sure it's correct, including sleeving the neutral.
