How old is the heating system ?

Normally when radiators are cold at the bottom - it points to a build up of sludge in the radiator. Remove the radiator and flush through, you might want to think about draining and flushing the whole system a few times or add a system cleanser for a few days - then adding an inhibitor to prevent the same happeneing again.
