Condensation Caused by Hot Pipe too Close to Cold Pipe?

Hi all, My name’s Gidion and I’m after a bit of advice? Short bio, shower upstairs, started leaking on ceiling down stairs, took all measures as in re sealing, removing old tiles put new tiles on. Anyway gave up and got the whole thing ripped out and started again from scratch (shower tray out,all old tiles off, reset the tray with sealant all around and all new tiles put back)
Guess what leaking again!!! The only solution my plumber and I can come up with is that the cold pipe is too close to the hot pipe causing condensation, could this possibly happen to the extent of water dribbling down my walls downstairs?
