Condensation or a Leaking pipe?

Some weeks ago i noticed that there was quite a lot of water on the floor under the stairs where the mains stop cock is located. The water was leaking from the stop cock so assumed it was a water leak.

After turning off the mains supply from outside, I replaced the stop cock which appeared to stop the water leak.

Some weeks later the leak is back. The water drips from the stop cock but the connecting pipe which supplies the house is also very wet. I am beginning to suspect this may be condensation?

Has anybody experienced this propblem and is there a cure?

shads1,
The area under the stairs is probably saturated from the first leak so it's probably condensation. Run a fan heater in the area for a few days and see if this cures the problem.
