I have several deep cracks in the concrete on the decking surrounding my pool. Can these cracks be filled with premixed concrete?

Yes they can but you need to make sure the new concrete actually fills the cracks and does not just get wedged in them giving the appearance of being full. The best way to do this usually, is to widen the cracks with a hammer and chisel to make sure the new stuff completely filles the voids.
