damp floor

I have an old house that has sprung floor but underneath there is just damp soil. What is the best way to introduce an effective damp course. Should I take it all up and lay new concrete floor with membrane and insulation?

DrJohnH,
If you are referring to a suspended floor and it is sound - leave well alone just make sure it is ventilated from both sides.
