Downstairs living room radiator not heating up properly

Hi Experts,

I have a combi boiler upstairs and all my radiators are working ok except the downstairs living room one. I have replaced it with a brand new double radiator today, and it is still not heating properly, just lukewarm like the old one. It also feels a lot cooler at the bottom. Any ideas what the problem could be?

yes it was the balancing. It took a bit of trial and error but now all the rads are red hot whereas they were just warm before too. Even my hot water is hotter now!
