Garden wall above a deep drop

If building a garden wall where the boundary drops vertically by 9 feet immediately beyond the wall, is their a regulation on the minimum height. Would K2/3 Protection from Falling, Guards & Barriers be applicable ?

K2(a) Only applies to stairs and ramps that form part of the building.

K3 (3.2) deals with external balconies and edges of roofs and would seem more applicable and this say that it should be at least 1100mm high.
