When you take the handle off - around the spindle is shaped like a nut, drain the hot water or turn off water via a gate valve etc undo the nut and check the tap washer, they sometimes come off and become lodged in the tap and can stop/restrict the flow.

and before you do that procure a new one just in case it needs replacing which is much easier to do whilst you have it apart.

They're only a couple of quid.

I mean the tap head NOT just the washer.

and even before you do that check to see if someone hasnt isolated the tap with a ballofix valve or something similar on the pipe run up to the tap.
