how to paint new plaster/skimmed walls

My painter got some paint and added pva to it and painted the hallway,nice job,but is this the rite way to do it ?

I thort on newly skimmed walls you supposed to mix paint and water and apply that first as the new plaster will soak it up?

In my opinion, no. Never heard of PVA added like that before. Personally id be concerned if PVA was applied to newly plastered walls. Best to start with a mist coat then a very light sand then a second mist coat.

hi
all u need is a base coat of water based paint (emulsion) just to seal the wall, if u roller on then wat ever u put on over the top wont have brush marks
