How To Renovate Marshall Paving

Hi
I have Marshall Paving around the house and on top of walls. I think they are made from Concert as after 12 years you can see the top skin revele small stones. Does anyone know of a low-cost solution to try and replace the top skin to make then look like a paving stone again?

Suggest you try brick cleaner on a small inconspicuous area.
