How to reopen a bricked up exterior door?

I'm thinking of purchasing a flat that is part of a villa that has been converted into flats.

At the front of the flat , an exterior door has been bricked up and pebble dashed over.I'd really be needing to have that made into a door to make the property work for me.It wouldn't affect the other neighbouring properties in any way.

Firstly, would I need to apply for planning permission to do this?

and secondly, how much roughly should this cost?Its just an average sized front door, not steps are required as they are already there.

you should be ok with the planning consent, as your only reinstating the doorway back to its original position.
with regards to price, it can vary wildly, so get quotes
