Kitchen Tap

Hi all, trying to fit a new kitchen tap but failing at the first hurdle. I have shut off the cold feed under the sink, in the airing cupboard I have shut off the cold feed valve, the valve at the base of the HWSC and the hot water supply valve at the top of the HWSC. I was hoping that when I turned the kitchen hot tap on the water would eventually stop. But the water keeps on coming, not at full pressure but in fits and starts (this happened for about an hour before I gave up).

When I come to fit the tap is it a case of cutting the supply pipes to the tap to release the existing one, as there is no room to get any sort of tool under there to undo any nuts?
