Neighbours wall fell down.

Hello all.
My sisters neighbours wall fell down and they have been avoiding getting round to replacing or even owning up to owning it. They are landlords for the property which they cut up into flats. My sisters freehold paperwork says her wall would need to be rebuilt like for like and wants the collapsed wall to be built like for like too. The landlords are pushing for a fence which she does not want and the time they are taking is driving her nuts. Can they just put up a fence or do they need to put the wall back up?
Any advice would be much appreciated.

The first question is what does the neighbours deeds say?
Even if the deeds specify the wall is owned by the neighbour and it must be maintained along the boundary it will be difficult to enforce. Legal action could be taken but the only winners in this situation are the legal profession.
Your sister may have to accept a fence.
