Does anyone have any info on the new planning regulations, what they will actually mean, whether councils have to use them etc?

“ Property owners will be able to build additional space above their properties via a fast track approval process, subject to neighbour consultation.”
I’m planning a loft conversion, but if we are allowed to go beyond the permitted amount of cubic space that would be so much better. My neighbours want to do the same too. Essentially just going beyond a chimney breast, rather than anything extreme.
So wondering if anybody knows what these changes mean in reality.
