No hot water from white meter heating system

Just moved into new house, white meter storage heating seems to be working apart form not being able to get hot water. The only way to get hot water is to use the booster which is proving to costly. I have set economy 7 timer to the correct time (winter) and timed setting also turned thermostat up from 70 degrees to 80 degrees but still have to boost for hot water. Any help would be most appreciated.

the off peak side to the hot water tank needs checking.
get in an electrician.
