Noisy Water Pipe After Turning Stop Cock Down

Hi, the water seems to be on all the time, i turned down the stop cock and the noise lessens. There have been no leaks in the house ive check as many pipes as possible. This has been going on since monday. No water outside either. I have however notice the water is on in the bathroom. Ive checked all the pipes. I have noticed once the cistern has filled, there is a drip in the cistern from where the water comes in to fill it. It us an old toilet with the orange ball.

Im going crazy with the noise. Is it simply the toilet cistern or something else.?

Toilet cisterns are a problem area for water hammer change the ballvalve
