Opening up a Sealed B&D DV1015EL Charger

Purchased a B&D vacuum two years ago (DV1015EL), but it seems an issue with the charger is common,as the copper wire has become exposed and gradually broken from a sealed charger.

I am finding it impossible to order a spare part, with limited availability more expensive than buying a new vacuum. Warranty is past.

Is there any non B&D compatible charger out there (10.8v) or a link to a guide to open the sealed plug to fix it.

The PDF lists 4 chargers, not sure which yours is, the problem is we don't know if the charge control is in the wallmart or the cleaner, if the former then only the correct one will work, or at least work safely, the Li-ion batteries are renown for going on fire, so really no option but get the correct one.
