Other flat's gas pipe in my ceiling

I live in a flat and have just removed a false ceiling to find a gas pipe from my upstairs neighbour comes down into that area in a u shape (ie it goes back up into his flat) . He is claining it is my job and cost to fix it into the ceiling. Is this right. The reason he doesn't want to do it is because he has got a carpet and wooden floor laid and would have to take it all up. Thanks

i would have thought that it was his problem given that it is intruding on your property i presume
