Persistent Damp Problem and Advice on Quote for a Possible Solution?

Hi everyone,

This is my first post so I'll try and be specific.

We've lived in our 1890s, mid terraced, 2 bedroom house now for 12 years. We've always had issues with damp especially the front of the house. About 3 years ago we got a plasterer in and he tanked the walls. Since then not a single black spot...until a few weeks ago. Now the skirting board is starting to turn mouldy and the base of the wall has a few tiny black spots.

I've just had a guy round who stuck his meter on the walls and it was straight in the red, even in the bedroom.

He thinks the problem might be coming from above, a break in the pointing or poor roof tiles. He's quoted me £680 to put take off the tiles, put a membrane underneath and put the tiles back.
Do you think that's a reasonable quote?

I know it's a gamble because if that isn't the problem then I've just wasted nearly 700 quid.
