Relaying a floor with chipboard pannels

Hi

I am in the process of buying a house on the condition that one of the floors on the second floor is repaired as it was a mess. the vendor is having the work done and is telling me that due to new building regs, the contractors cannot lay real wood floorboards as they are a fire hazard, and so have to lay these 2'*8' chipboard boards. is this true or am i just being screwed out of them doing a propper job.
