removing dried concrete splashes from glass

How can I remove dried concrete splashes from the outside of my double glazed conservatory window?
The reason it has dried is because I assumed it was bird droppings and was in an awkward area to reach.
It splashed onto the window when my neighbour was building their extension.
Concrete descaler has been suggested, but I will try nothing until I have asked professionals.

yes you can use brick acid,it will dissolve it

Do I need to be careful and not let any acid run onto the UPVC window frame?

no it should be fine once you apply the acid wash off 5 minutes later with clean water.
