repairing blown pebble dash

I'm about to paint the front of my house which has a pebble dash render. However,I have noticed an area which is blown. I dont particulary wont to start smashing at it, so any advice would be appreciated.

Should the advice be to start breaking any loose render then any advice with regards to the materials and mixture ratios to use and also methodology would again be appreciated.
