Salty damp above skirting Victorian ground floor flat

I have a Victorian ground floor flat which has recently been redecorated. Over the winter, salty damp patches have appeared on the inside of the external walls just above the skirting as well as on the party wall with my neighbour. (See photos). I am assuming this is all caused by rising damp.
Rather than going down the whole DPC injection route, I am looking for more of a mid term solution. Are there any decent paints that could stop the damp coming through the top coat?

With the level of damp showing on you wall no paint will remain stuck on the wall.
