Seal or Remove Bitumen Adhesive?

I'm in the process of renovating my house. it a 1950's ex council house.

It had some thin vinyl tiles stuck down with what looks to be bitumen adhesive. It is less than 0.5mm thick and won't come off.

I was hoping to put down either a solid wood parquet floor throughout or a mix of parquet and slate tiles.

I understand there could be asbestos in this so don't want to sand/grind it up and do want to use harsh chemicals so was wondering if I could just lay the floor on top. Could I just use adhesive on top as is or possible seal the floor before laying as normal?

Any advice would be useful.
