Sealing around the mains water pipe

The mains water pipe enters through the floor under the sink in our kitchen and there is quite a hole/gap around it through which we get a draught which is most uncomfortable seeing as we don't have a dining room and have to eat in the kitchen.

What is the best way to seal around the water main? Sand cement? Expanding foam? Silicone?

Any suggestions please.

diffets,
Expanding foam is best if the gap is more than a few mm.
