Staggered Stud Wall With Separate Sill (base) and top Plates

Hi, I recently ran into this picture online.

It got me thinking: wouldn't a staggered-stud wall with a split top and bottom plate like this be even more soundproof than a double-stud wall with studs facing each other (albeit with a small gap in between)? That's all other factors (depth, batting, etc.) being the same, of course. My notion is that a small gap between facing studs will allow more sound to flank than studs not facing each other.
