Stair Case and Preventing Egg Shell Gloss From Chipping

Hi,

I am having a carpet runner with stair rods in the middle of our stair case, and I have primed each step, and put 2 coats of egg shell on either side -looks really nice, and the carpet will cover the middle, however what I have noticed is that the "white" eggshell is getting scrapped and chipped, and because these parts of the steps are exposed, I have to keep sanding, and filling and painting again.

I have been reading up and a web site says I can apply a polyurethane matt varnish on top of the coats of eggshell to make it hard wearing - has anyone done this and if not is there another "clear" product or even a gloss paint which is hard wearing ?
