Stopping Hot Water Supply (washer installation)

Hi everyone. New here but hoping someone can help before i admit defeat.

Just got my mother in law a nee washing machine. It only has a cold water intake in the back of the washer, leaving the hot water pipe not needed.

Trouble is, i cant get it to stop running. I have turned the stopcock but it does not stop the water when i turn it back on.

What is likely the problem or am i missing something?
