Toilet problem

My fathers Toilet wont flush correctly, when you turn the handle it starts to flush but the water enters the pan slowly, and the water backs up in the pan thus by the time thecycle has finished the waste is still there. I have been given the job can anyone help?

It seems like there's either not enough water in the cistern or the syphon is not opening fully therefore hasn't got the pressure to force the waste away.

Use a bucket of water - if the waste goes - the problem is with the cistern not a blocked drain.
